民主党总统安德鲁（迈克尔·道格拉斯 Michael Douglas 饰）正在准备竞选连任，他准备颁布一项犯罪控制法案，一旦法案通过，安德鲁的连任便是板上钉钉的事情了。法国总统携夫人来到哥伦比亚特区进行外交访问，本来打算陪同安德鲁前往的表妹生病不能成行，于是安德鲁想到了之前有求于他的环境保护志愿者悉妮（安妮特·贝宁 Annette Bening 饰），两人交换了条件决定结伴出席国宴。 让安德鲁没有想到的是，自己竟然被悉妮大大咧咧的个性深深吸引，情不自禁坠入情网，而两人的情事，不巧被安德鲁的竞争对手鲍勃（理查德·德莱福斯 Richard Dreyfuss 饰），利用其大做文章，尽情诋毁二人。Andrew Shepherd is approaching the end of his first term as President of the United States. He's a widower with a young daughter and has proved to be popular with the public. His election seems assured. That is until he meets Sydney Ellen Wade, a paid political activist working for an environmental lobby group. He's immediately smitten with her and after several amusing attempts, they finally manage to go on a date (which happens to be a State dinner for the visiting President of France). His relationship with Wade opens the door for his prime political opponent, Senator Bob Rumson, to launch an attack on the President's character, something he could not do in the previous election as Shepherd's wife had only recently died.
