Plot Summary:All out action film as a team of terrorists/robbers seize a water purification plant and threaten to pollute a city's entire drinking supply. However, the attack is in fact a cover-up of an in-progress robbery. Kim Coates plays the over-the-top genius leader of the gang at the plant, while Busey is a double-crossing leader of the burglary.
一群参观水净化处理装置的游客中竟然混进了一小撮恐怖分子，他们为了一己私利，把无辜的游客绑架起来当作筹码，与政府讨价还价，还阴谋破坏水净化处理装置。人质挣扎在死亡线上，城市的饮用水即将被污染，时间只有三个半小时。千钧一发之际，警务人员和水处理中心有良知的工作人员联手和罪犯展开了生死较量，终于救出了人质，保住了城市的这一方净水。
