Plot Summary:A committee made up to investigate illegal masonry in Yugoslavia causes more problems both for the builders and government, and in fact no one have any use of it. The pressure from all sides makes committee work less diligently.
A noted war veteran is appointed head of a commission to investigate the growing of practice illegal house building. In its attempts to implement reform, the commission precipitates the tragic burning of a house by a distraught man, and loses its power as politicians put on the pressure to stop further probing.
