市长为了掌控大权，对俄罗斯暴民敞开大门，很快他就发现这些俄罗斯人并不会遵守他的规则，为了牵制这些俄罗斯人，他再次向毒枭敞开了大门，而这场游戏才刚刚开始....In an effort to control the city the Mayor opens the doors to the Russian Mob. It is not long until he realizes they aren't going to follow his rules. To fix the problem he accepts an offer to set up the Russians and open the door for the Cartel. When the Russians find out they take the Mayors Daughter and then the real games begin.
